ECPL UNDERTAKES SUCCESSFUL STUDY TOUR OF USA

A linkage programme has recently been successfully forged between the Eastern Cape Provincial Legislature (ECPL) and State Legislatures in 
Wisconsin, Colorado and Texas and agreements have been established with strategic business, faith-based and educational organisations in 
the United States of America (USA) heralding exchange, capacity-building and development programmes for the ECPL and exploration of 
possible international investment opportunities in the Eastern Cape.

This follows a fruitful 10-day (8-18 May 2001) study tour of the USA by a high-profile Eastern Cape Provincial Legislature delegation that 
included the Speaker of the Eastern Cape Legislature, Mr Mkangeli Matomela, Deputy Chairperson of Committees, Ms Neela Hoosain, the Deputy 
Chief Whip, Mr Alfred Mtsi, the Secretary to the Legislature, Mr Mzwanele Yawa, the Chief Financial Officer, Mr Bonga Qunta, the Director 
of Organisational Efficiency and Special Programmes, Mr Vuyani Mapolisa and his Deputy Director, Ms Charmaine Estment.

The main objectives of the study tour were

* to initiate contact with various prospective donors to aid funding of the Legislatures strategic objectives such as IT, communications, 
community outreach and capacity building;
* to establish a vehicle for capacity building programs through mentoring, exchange programmes and internship with other USA Legislatures;
* to share ideas and experiences on the role and oversight in relation to the Central Government, State and Local Government and relate 
such observations to the role and oversight of South African (SA) provinces in relation to the National Government and Local Governments in 
SA;
* to initiate and strengthen a relationship with Texas Southern University that acted as the strategic partner to help facilitate the 
initiated contacts so as to explore further opportunities;
* to learn and share experiences with US Legislatures on various strategic, policy related and operational issues;
* to attend a faith-based organisations conference; aiming to facilitate a link between such organisations and the Godly Governance 
Network and other relevant structures in the province and
* to form strategic partnerships with other NGOs for the purposes of joint fund-raising and seeking opportunities for development.

A special press conference will be held on Wednesday, 30 May 2001 in the Speakers Conference Room at 11h00 at the ECPL where the 
delegation will inform the media of the successes achieved during the study tour and the positive spin-offs that are in the pipeline for 
the ECPL and the province.
